# On-chain Governance
# Overview
TOP AI Network employs a decentralized, democratic on-chain governance model. The goal of on-chain governance is to provide a secure way for the community members most involved, along with developers and miners, to make changes and steer the direction of the ecosystem.
# On-chain Governance Participants
Any user can initiate a proposal.
The core of TOP’s governance structure is the TOP Community Council (TCC). The TCC’s responsibility is to vote on and execute community proposals.
# On-chain Governance Business Process
All governance activities on the TOP AI Network chain are conducted by proposals and TCC voting.
# Submit A Proposal
You can submit a proposal by RPC API or TOPIO.
# Proposal Types
The proposal types are as follows:
# On-chain Governance Parameter Modification
Support the modification of Beacon transaction fees, account free gas, transaction margin and other parameters through proposals. For details about on-chain governance parameters, please refer to On-chain Governance Parameters.
# Community Fund Management
4% of the total issuance of TOP Token in the system will be directly transferred to the community fund account, 96% will be rewarded to the node, but if the node has zero workload, the reward will be transferred to the community fund account. No one has the private key of the account, and the funds in the account can only be managed through proposals, including burn and transfer to the specify account.
# Vote On Proposal
Only TCC members have the right to vote. Members can vote "true" or "false", or they can not vote during the 30-day validity period of the proposal, which is deemed as a member abstention.
Rules for voting on proposals:
The approval of 2/3 of the members is required, and no more than 1/5 of the opposition members.

# Execute Proposal
After the proposal is voted through, a legislative order will be formed and sent to all nodes on the network.
